Investment Options and Associated Fees

The investment options available for the Montenegro Citizenship by Investment Program are similar routes that vary depending on where an applicant would like to invest. Virtually all requirements for each path are the same, aside from the amount needed as an investment. The investment happens in the form of a real estate investment and a contribution to the state fund.

1 OPTION

Northern or Central Montenegro

€450 000+

If an applicant is looking to invest in real estate in the northern or central parts of Montenegro, then an investment of €200,000 is required to go towards the state fund and an investment of €250,000 can go towards approved real estate. Please note that these prices do not apply to the capital city of Podgorica.

Qualifying projects usually include hotels and resorts; single-family homes generally do not fall under the list of accepted projects. These prices remain the same no matter how many family members the applicant would like to include on the application.

Single investors will pay due diligence fees of €7,000. If an applicant is applying with a spouse or family, those fees go up to €10,000 for a family of 4, with each additional family member requiring an additional €1,500.

Lastly, administrative fees will start at €15,000 for the investor, with an additional €10,000 for each family member (up to 4). For the 5th family member and beyond, administrative fees will be €50,000 per person.

Application Procedure

The process to apply for a Montenegro passport is complex and can take a number of months, but Global Residence Index will conduct an initial screening for each applicant to ensure the highest possibility of a successful application. From there, the steps are as follows:

Real Estate Selection, Document Collection, and Bank Account Finalization

In this first step, each applicant will need to select the real estate project they are choosing to invest in, prepare and notarize the required application documents, and open up 2 bank accounts in Montenegro. One account will be utilized for the real estate portion of the investment and the other account will be for the state fund contribution.

Fees and Investments

At this stage, the applicant will have to submit all required fees to the Montenegrin government, as well as put the necessary amounts into each bank account for the full investment.

Application Review and Decision

Once the funds are in order, all the proof of payments and necessary documentation will be submitted to the Montenegro Citizenship by Investment Unit for review. The application review can take up to 3 months. If pre-approved, the banks will transfer the funds to the investment channels and the applicant(s) will be invited in for final fingerprinting.

Passport Receival

When approved, every member of the application is required to travel to Montenegro to get their fingerprints processed. Once fingerprinting is complete, passports will be granted within 24 hours and are valid for 10 years.
